Formality of request for granting Certificate of Housing Ownership in the first time
A. Formality for individuals
1. Document of request for granting Certificate includes:
- Application of request for granting Certificate of Housing Ownership (as form)
- Copies of documents prove legal Housing establishment, such as: Construction License, Housing Construction confirmed by Commune-level People’s Committee…
- - Sketch map of house and land is measured and drawn by functional department. In case, sketch map is done by owner, it must be examined by district-level Housing Management Body (in urban area) or Commune-level People’s Committee…
For individual to be overseas Vietnamese, copy of valid passport granted by Vietnam or origin certificate Vietnamese citizen is a must
2. Procedure of granting Housing Ownership
- Step 1: Requester submits document and granting fee in district-level Housing Management Body.
In rural, document can be submitted to commune-level People’s Committee and will be passed to district-level Housing Management Body. In case of shortage of necessary document, receiver must give clear instruction to complete.
- Step 2: District-level Housing Management Body examines
In case of validity, Certificate will be signed by district-level People’s Committee and owner will be informed to do financial obligation. In case of invalidity, Housing Management Body notifies and returns granting fee to requester. If document is received at commune-level People’s Committee, reason of refusing for granting will be announced by commune-level People’s Committee.
- Step 3: Owner does financial obligation, then, transfers the receipt to document reception office.
- Step 4: Owner submits Original documents of Housing ownership, signs to Registration Book, receives Certificate at district-level Housing Management Body.
If owner submits document to commune-level People’s Committee, he will receives Certificate and transfers Original documents to commune-level People’s Committee for saving.
If owner authorizes another for receiving, a letter of attorney confirmed by commune-level People’s Committee is a must.
